[tldoc] top-level README translations

Hello translators,

I have updated the top-level English README in HTML and regenerated the
plain text -- see attached.  Not many changes from last year, but did
have to say a little about the installer.

If you see any problems, let me know.  I don't otherwise expect to make
more changes here.  Feel free to check in the translations or send me
the new versions.

As for the main documentation, I think we are nearly ready to make the
release except for that.  So please try to get the translations done
soon, ideally by this weekend.
