[tldoc] Han The Thanh in html

As I found, Thanh's name is so bad typeset in all html versions, so I 
would suggest putting more simple defininition
\def\Thanh{H\`an Th\^e Th\`anh}
into live4ht.cfg

The original definition from tex-live.sty
\def\Thanh{H\`an~Th\^e\llap{\raise 0.5ex\hbox{\'{}}}~Th\`anh}
doesn't work with tex4ht.

I hope that Thanh has no objections.
