[tldoc] Updated status on documentation

New uploads.
- windows still incomplete
- untouched: testing the installation; web2c UG;
  acknowledgements; release history
Compiled versions in texmf-doc/doc/english/texlive-en/ also updated.

I hope to finish the windows section tomorrow, and then also reunite
the pieces. Meanwhile, checks for factual accuracy are welcome
although translators should wait a little longer.

Anybody volunteering for the parts I didn't touch?
