I think that statement is still correct as it stands -- that's why I wrote
it the way I did :).  That behavior started in 2005.  Right?  Since it's
a year later, I suppose the date could just go away:
 \cmdname{texconfig} alters files in a user-specific ...

    It seems I have no writing access to the texlive directory.

Ah, I'll add you to the texlive repo tomorrow.
