[tldoc] Russian Installation Guide

Greetings:

Here is the Russian installation guide and the neccessary style (some
options in tex-live.sty clash with Russian settings).

Can you please show me the result of tex4ht translation to HTML?  I checked
pdf, and it looks right, but there were issues with HTML last year.
