[tldoc] TeX Live Windows Installer

Hi Karl,

just wondering about the Win installer situation 2005. The README says
about the _live_ DVD, "Unfortunately, it does not contain a native
installer for Windows ([7]more info)."

This sounds like a rather bad situation.

In contrast the 2004 live.pdf says in section 6, "..., happily, the
_inst_ distribution once again has a native Windows installer named
tlpmgui...".

But the README in the _inst_ section does not tell that there is some
installer for Win. It only says that for Unix/Mac there is the
install-tl.sh script.

So in total readers of the README get the impression that there is no
installer for Win.

As i use Win only for usual office stuff, i can't easily check what's
right. Maybe it would be nice if we tell already in the README, that
there _is_ some native installer option also under Windows. If there is
one :-)
