[tldoc] TL'04 doc ready for translating

    What is the time frame?

Well, I can't give any exact dates since the Windows installer is not
there yet.  I am dearly hoping that it will go to the CD manufacturing
by mid-November.  So, 2-3 weeks for the doc updates?

If updates are impossible that quickly, just have to go with last
year's, I guess.


And yes, about the diffs from the last year, sorry I forgot to mention it --

(and tex-live.sty-2003) have the files we distributed last year, for the
sake of diffs, etc.
