    So this is a competition 

It's not a competition, as far as the work that gets done.

    that benefits only Google and its affiliated
    companies and its shares, right?

Whatever documentation that results is freely available for the projects
or anyone else to use, going forward. Google does not claim any rights
to the documentation. (Like Google's Summer of Code.)

The people doing the writing get some money, and the projects doing the
mentoring get some documentation. What Google gets is access to a pool
of people they might want to hire. 

Whether TUG will participate, I don't know. --best, karl.
