The default values set by the TeX Live installer (or changed by tlmgr)
also affect dvips and are compiled into the format files of engines
which produce PDF.  If you change the default, you'll notice that
format files are re-created.  So there is no technical differnce
between LaTeX and Plain.

But because page layout depends on paper size it's highly desirable to
specify the paper size explicitly.  Again, no difference between LaTeX
and Plain.

Or do you disagree with the statement
