[texhax] Single quotes around \cite'd article titles

Dear all,

Is there a way to output single quotes rather than double quotes 
around article names when I use the various \cite commands? As per 
my understanding, this is the British standard.

Eg, \citetitle{bloggs-article} should ouput

'Example Article' instead of "Example Article", with curly quotes, 
obviously.

My setup is lualatex/biblatex.
