[texhax] Updating the morehelp package

With the supposed rush of new users of LaTeX, someone may want to
revive, update, or replace the 20-years dormant morehelp package, which
attempts to replace common LaTeX error messages with a more descriptive
explanation.

The package is available on CTAN but doesn't seem to be included in
TeXLive.
