I'm actually using Ubuntu 16.04.1 --- (and not Redhat or Fedora)
but the bugzilla was highly (!!!) relevant.

The fault was not in my system, but in myself.

I had a "local" powerdot installed in a subdirectory of my home
directory, and had my TEXINPUTS environment variable set so that this
powerdot had precedence over the texlive instance.

And of course my "local" powerdot was an out-of-date instance, that had 
the bug referred to in the bugzilla.  Once I got rid of the local 
version, all was well.
