Hi Jerry,

dependent on how you want to do it, there's several possibilities.

If you want to resize a finished pdf document, pdfpages might help, or a 
specialized program (not using a TeX engine). For example, gs can do that as far 
as I know.

If you want to have TeX do the resizing while creating the document, pgfpages 
might help.
