why wasn't undertilde.sty available from the get-go from my
installation of Texlive 2013?
It was last available in TL 2010. We had to remove it because there is
no licensing information and the author (Benjamin Bayart) did not
respond to queries. If anyone knows M. Bayart, getting in touch would
be appreciated.
