here's what it says if you use the
ctan search and click on "times":

  The packge is now oboete, relaced by the mathtmx packge,
  which suports Times Roan text and (mostly) matchng mathatcs. 

  The packge reains availble, for comatilty; both it and mathtmx
  are part of psnfss.
