But did you actually try if this affects many places? If I run a
test with blindtext the output is identical:

\documentclass[a4paper,12pt]{scrartcl}
\usepackage[utf8]{inputenc}
\usepackage[ngerman]{babel}
\usepackage{blindtext}
\begin{document}
\blindtext[2]

\fontencoding{T1}\selectfont
\blindtext[2]

\end{document}

If I add your example  ``x'' I get a different output, but this
looks as if the tfm needs to be adjusted only in a few places.
Perhaps you can even handle this cases by adding some kerning with
the help of microtype.
