[texhax] minitoc off by one

Hello folks.

I am using the refrep class with minitoc and shorttoc
and am having a problem, again, which I thought I had fixed several month
ago.

problem statement:
chapter minitoc do not align with the mini list of figures and tables

i.e. for chapter one, the lof and lot are for chapter two

Table of Contents
1.0 About Start-Up Files and Options

List of Figures
2.1 02-autoexec-test

List of Tables

2.1 Key ideas: Global statements in autoexec

and the last chapter has neither list of figures nor tables


Q: where do I start to look to debug this?

I have turned on the minitoc list files

\usepackage[listfiles,tight]{minitoc}

I am reading my-doc.maf
and see that there are differing number of files produced
but what information is in there?

I need pointers and tips, thank you.

for instance,
what are the names of the variables which control the input of the various
minitoc files?
