So what about
\usepackage{fix-cm}
\renewcommand{\chap...font}{%
\normalfont\fontsize{VISIZE}{VIBASELINESKIPpt}\bfseries}
or something with
\newcommand{\subchapsize}{\fontsize{VISIZE}{VIBASELINESKIPpt}}
