Beware, you're mixing different levels here. ConTeXt, like LaTeX, is a
format (a set of macros); LuaTeX is an engine (a program). One can very
well use the LaTeX format with the LuaTeX engine. So development in
LuaTeX benefits the entire TeX community, no matter whether you use
plain TeX, LaTeX, ConTeXt, or whatever else.
