Yes, it's still being developed (though LaTeX2e is in more-or-less maintenance mode) and there has been some recently published work on LaTeX3:

One alternative to loading lots of packages may be to use the memoir documentclass:
http://ctan.org/tex-archive/macros/latex/contrib/memoir/
which incorporates many packages which the original author (Peter Wilson) wrote over the years and has had more added to it.
