[texhax] Customizng the Appearance of Parts and Chapters in the TOC

I have a question for anyone who might be able to help:
When Latex prints sections in the table of contents, it prints them starting with their number, so for instance if the third chapter is specified in the body of the document by the command \chapter{Basic Probability Theory}, then what appears in the table of contents is:
3 Basic Probability Theory
But what if the user wants the table of contents entry to print like this instead:
Chapter 3 Basic Probability Theory
In other words, the user wants the word "Chapter" to be printed in front of the chapter number. Or what if the user wants the toc entry to print as:
Chapter 3: Basic Probability Theory
i.e. print "Chapter" before the section number and also print a colon after the section number.
The document class I'm using is "book", and I'd like to make these types of customizations with both the "part" and "chapter" sections.
