Actually, it's a well-known behavior that's easy to reproduce. Just save and load/revert the following file:

\documentclass{minimal}
\usepackage[ngerman]{babel}
\begin{document}

\end{document}

This is a convenience feature for Babel users. It is only activated when the file contains \usepackage{babel} while being loaded. I think it already existed in 11.85.
