Actually, not so. As the previous posts have indicated LaTeX and  
Framemaker are single tool sets and get the job done. So too will a  
number of other tools sets such as Acrobat Pro, InDesign, Flash, etc.  
However those that can claim expertise can probably provide more  
accurate advice.
