It doesn't make much sense to use inputenc without any option. Use
\usepackage["Encoding"]{inputenc], where "encoding" is the name of
encoding you are using.

Btw: You input and include a lot of files. Make sure that they all
use the same encoding or change with \inputencoding{...) the
encoding before loading them.
