Although, as Axel says, you can run TL mostly from DVD, there's still an
installation step and a hard disk directory is required.

Perhaps you mean to run TeX from a USB stick.  If this is Windows, you
might find http://www.exomatik.net/LaTeX/USBTeXEnglish to be what you
want.
