[texhax] Problem with foils package install

TeXLive does not provide foiltex because the license is not appropriate.

Jim has the files under 
"Program Files\TeXLive\texmf-local\tex\latex\foiltex\" 

I don't know whether older versions of TeXLive expect texmf-local in
"Program Files".  TL-2005 and TL-2007 certainly do not by default.

Jim, your idea to install the latest version of TeXLive is not bad.
Especially because you don't trust the old installation.  And maybe it
is advantageous too if people want to reproduce your problem on their
systems.
