These change files (and a whole lot more that is necessary for the
build) are included in the sources.

In the case of TeX Live, that's the big source.tar.bz2 file in
ftp://tug.org/texlive/Contents/live/source (it's also included on the
DVD).  I don't know exactly where the sources are located in the other
distributions.

You can also browse the TL sources in various ways.  See
http://tug.org/texlive/svn for details.
