TeX is free software. You don't need any license number.

MikTeX is a distribution of TeX, which means it makes available  
several common TeX formats, including Plain TeX (as well as LaTeX and  
ConTeXt). A version of MikTeX with some documentation that talks you  
through how to install it is ProTeXt: http://www.tug.org/protext/
