[texhax] texmf / package installation specifics on mac OSX

It's probably not in TEXMFDBS.  Since there is no "!!" in front of
$HOMETEXMF this seems to be desired.

I assume that it had been done this way because people often forget to
update the databases.  This is very reasonable because beginners will
not have many files there and searching for files in an (almost) empty
directory does not hurt.

However, the comments in texmf.cnf will help you to customize it.  But
unless you have many files in $HOME/Library/texmf it's not worth the
trouble.
