This is correct, but let me add two things:

 1.  Before Thomas discontinued work on teTeX he made sure that
     everything he did went into the Web2c distribution from which
     teTeX and TeXLive are derived.  This means that teTeX is
     completely in TeXLive.

 2.  Some people think that TeXLive is too large.  But actually it is
     modular.  Werner Fink (from SuSE) recently created a module
     called "collection-tetex".  If you install this, you'll get a
     teTeX-like system.  On the other hand, if disk space is no
     problem, installing TeXLive completely has some advantages too.
