I don't think there is any such list, at least not an official
comprehensive one, to my knowledge.
All you can do is as in any situation where you have to use commands:
first you learn them, then you think of them as mnemonics so as to
help remember the command for the next time. Of course, a command's
name is not always very straightforward, but with a bit of
imagination and experience, you'll get it.
Anyway, this shouldn't keep you back in your learning of LaTeX.
