Try jpeg2ps ( http://www.pdflib.com/products/more/jpeg2ps.html ) which
builds easily under Unix and also has a downloadable MS DOS executable
(I've not tried the latter). This wraps a jpeg file inside a postscript
file, and works well. Alternatively, use almost any graphics package
(image magic or gimp on a L/Unix system or irfanview on a windows box)
to convert the jpeg to a format your latex system will understand. Most
latex distributions will cope with a bitmap image in bmp format;
most/all versions of pdf understand png's.

You don't need a real postscript printer, just the driver. Pretend you
have one and set it up on your computer. Then print to it and choose the
print to file option. Depends on what system you use.
