``"'' is the wrong symbol. That's a uni-directional / typewriter  
quote mark for code input &c., not a symbol for indicating  
measurements. For that you want a prime (for feet) or double prime  
(for inches) which're trivially entered in math-mode as $5'2''$ (with  
eyes of blue).
