[texhax] texhash/texconfig q

i just want to check if i'm right about this:

and other googled things suggest that when you see

fmtutil: format directory `/web2c' is not writable.
I can't find the format file `pdflatex.fmt'!

`texhash` then `texconfig <unknown>` fixes this.  is that right?

i ask b/c i am sorting through the aftermath of an "upgrade" from
RH9.0->FC6, and there is a huge list of updates that are tex-related, that
doesn't look fun....
