[texhax] Update FAQ `findfiles'

Hi Devel,

according to

     ftp://ftp.dante.de/tex-archive/

the command `quote site index' -- as described on

     http://www.tex.ac.uk/cgi-bin/texfaq2html?label=findfiles

-- is no longer available.

Moreover, questions of type `which package does ...' are very
frequently asked on texhax. I'd like to suggest that the
`findfiles' page mentions the topical index of the TeX Catalogue

     http://www.dante.de/CTAN/help/Catalogue/bytopic.html

Sometimes one doesn't find a package by entering a description
of the wanted feature to the search engine; it is often easier to
find the relevant "topic" in the topic index, where relevant packages
are listed together with descriptions.
