Oh, sorry for all that spam. It was a MiKTeX issue, nothing else.

In my experiments with mktexpk, I was mislead about the
--mag option, especially, maybe, by an example command
line for mf including `magstep'. --mag takes a _factor_ indeed;
moreover, the latter is not computed from the --bdpi and --dpi entries,
rather \magnification 1000 is assumed when --mag doesn't appear.
Resulting inconsistencies lead to a `failed' report without output.
With this in mind, I also get the ibycus4 .pk' using mktexpk.
And I have always been successful with mf anyway.
