the mathtime fonts are (were) commercial ones: the stuff on ctan only
enables you to use them.

as i said, mathtime _was_ a commercial font.  it's no longer
available.  the nearest available font is mathtime pro, which is sold
by pc tex, inc.  (there's a link in the faq somewhere).
