      -what are the general guidelines for a) naming conventions of packages

None come to mind.  As long as it's not already taken, and isn't overly
generic, seems like anything goes.  "complexity" seems fine to me.

       and b) version numbering.  

No real guidelines here either, I've seen just about every crazy
variation imaginable.  But I do strongly advise making the
version number include the release date in the usual LaTeX way, eg,
[2005/03/15 v0.5 complexity]
