No, TFMs hae a very small subset of the information
contained in a PFG or TTF.

Yes, if IFGEO10 exists as MetaFont source, but even
then you won't end up with a PFB or a TTF without a
lot of work, because MetaFont sources generate fonts
in a format different to both of these ...
