Oops, ignore my earlier posting, I misread that you wanted to center the 
limits under the entire line.

Try this instead:
  \genfrac{}{}{0pt}{2}{\displaystyle{\max U(c)}}{\scriptstyle{m(h)}}

Basically, it lies to genfrac, making it believe the fraction is actually set 
at a much smaller size, then changing the size behind its back. You may have 
to use struts or boxes to get the bounding box back to the original size, 
though. I haven't tested it that far.
