my guess is that this has nothing to do with texdoc, and everything to
do with ubuntu's packaging.  ubuntu has decided you don't need the
documentation of xcolor.  (or you've simply not worked out which package
to install.)

whatever, current tex live (self-installed "everything") gives me the
correct answer to the same query.
