[texdoc] texdoc and man pages

Regarding pdf's for man pages, I actually rather like the idea of saying
that if the path includes /man/, give it lowest priority.

The overlaps are generally going to happen for the programs that are
in the web2c/kpse/dvips/etc. manuals.  In those cases, the man page
is never preferred.

Can one of you easily make a list showing the overlaps between the man
page pdf's and other pdf's?
