[tex4ht] New make4ht version and documentation

Thanks for the suggestion, I've added that package to the
documentation template and it seems to fix the issue with quotes on my
system. Funny thing is that  I've used this package for tex4ht-doc, I
just forgot that it is necessary for correct verbatim quotes.
