[tex4ht] tex4ht: how to do block quotations

Unfortunately, I could not replicate your problem. Everything seems OK at my end.

Can you ensure that your process end up with creating \jobname.css?  If not, please run 

  t4ht <file>

from the prompt and reload the file.html in your browser. That should work fine.
