Incorrect permissions on new packages

    permissions set to 0700, while the other packages had 0755 (i mean the 
    directories of the .sty files).

I know of nothing that has changed on the TL side that would affect
this. The directory
  texmf-dist/tex/latex/latino-sine-flexione/
for the package I added yesterday is mode 755 for me.

Perhaps something in your system changed and your umask during the
updates was now 0700 ... --best, karl.
