Could you show a small example of such failure for someone who has
absolutly no knowledge of these scripts?

I run a short test with xelatex and luahblatex and it looked ok (in
the sense that it looked like the output in the browser):

\setmainfont{Noto Sans Tibetan}%[RawFeature={mode=harf}] %luahblatex
\begin{document}
འགྲོ་བ་མིའི་རིགས་རྒྱུད་ཡོངས་ལ་

\end{document}
