tlmgr conf auxtrees --conffile behavior in windows

C:/Users/pablo/texmf.cnf is not read by default,
as you see by kpsewhich --all texmf.cnf.
Try to set an environment variable TEXMFCNF as

set TEXMFCNF=c:/Users/pablo;

Note that the last semicolon is important.
