The (tlmgr) options ... have been superseded by verify-repo

Hi,

when a file texmf-config/tlmgr/config exists with

require-verification=1

(inherited by copy paste from a TL2018 config)

one gets

$ tlmgr conf

tlmgr: The options verify-downloads and require-verification have
tlmgr: been superseded by verify-repo, please use only the latter!


and tlmgr refuses to update

$ tlmgr update --list

tlmgr: The options verify-downloads and require-verification have
tlmgr: been superseded by verify-repo, please use only the latter!

However, no indication is given that the problem comes
from a config file.

This may confuse aging users, although in the case at
hand the step of creating texmf-config/tlmgr/config in 2019/
may a be recent act, still, it could be better to add
something such as

tlmgr: (check tlmgr configuration files; cf tlmgr man page or --help)

as a pointer to further action,
