Error during update: texlive-scripts

I notices some trouble during the update

[ 7/10, 00:37/01:53] update: texlive-scripts.win32 [12k] (50411 ->
50425) ... done
[ 8/10, 00:41/02:05] update: texlive-scripts [3964k] (50408 -> 50426)
... tar: Could not create file tlpkg/tltcl/tclkit.
exe: Permission denied
TLUtils::untar: K:\texlive\2019\tlpkg\installer\tar.exe xmf
C:\Users\bk\AppData\Local\Temp\SOJpkgcfXh\jnUqUvxe40/texlive
-scripts.tar failed (in K:/texlive/2019)

tlmgr.pl: Installation of new version of texlive-scripts failed, trying
to unwind.

[ 9/10, 00:49/01:25] update: tlshell [19k] (50347 -> 50432) ... done

However the tlmgr (gui) started immediately thereafter showed the
updated version. At least confusing.
