The test file with pst-plot refers

NimbusSanL-Regu

whether it is obtained with 

dvips -Pdownload35 testfcweight.dvi

or

dvips -Pbuiltin35 testfcweight.dvi

changes nothing.

I get

$ fc-match NimbusSanL-Regu
zhv-Reg.otf: "Nimbus Sans L" "Regular"

and this zhv-Reg.otf is in

/usr/local/texlive/2018/texmf-dist/fonts/opentype/public/nimbus15/zhv-Reg.otf
